UAE traffic rules 2027 bring changes to vehicle registration, electric scooter permits, child safety and driving hours from January 1

The UAE will bring several traffic changes into force on January 1, 2027. The new UAE traffic rules will affect motorists, vehicle owners and delivery drivers. They cover vehicle registration, electric scooters, child safety seats and the number of hours a person can drive.

The changes come under Cabinet Decision No. 174 of 2026, which sets out the implementing regulations for Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic. The full decision is available on the UAE Legislation Platform.

Five-Vehicle Limit for Residents

Under Article 89, residents can register up to five vehicles. The first two can be registered without additional fees. An extra fee will apply to each vehicle registered after that. Right-hand-drive vehicles will not be allowed for regular road use and can only be licensed for exhibition purposes.

There is also a change to UAE vehicle registration periods. Article 98 allows owners of eligible light vehicles to apply for two-year registration instead of the usual one year. The vehicle must have been brand new when first registered and must be no more than six years old. Approval from the licensing authority is required.

Electric Scooter Permits for People Aged 15 and Above

Article 59 introduces permits for electric bicycles, electric scooters and small-wheeled cycles. Applicants must be at least 15 years old. Each permit will be valid for three years.

Users can ride these devices only on routes approved by the authorities in their emirate. Article 4 also lists the safety features required. These include front and rear lights, a red brake light, an audible warning device and at least one rear-wheel brake. Tyres and other parts must be kept in good working condition.

Child Safety Seats and Driving Limits

Under Article 11, children aged four and below must travel in suitable safety seats. The seat must match the child's height and weight and be fitted in the rear of the vehicle.

An exception is allowed when a medical condition prevents a child from using a safety seat. An official medical certificate is required, and an attendant must sit with the child in the rear. If a vehicle has no rear seats, a rear-facing child seat can be fitted in the front with the airbag switched off.

The revised UAE driving rules also set a limit of nine hours of driving within 24 hours. Article 7 prohibits driving when tiredness affects a person's ability to control a vehicle safely. The Federal Traffic Council can change the permitted driving period.

Delivery Drivers Face New Conditions

Article 10 requires delivery drivers to wear the prescribed uniform, carry a valid professional permit and use approved systems in their vehicles.

Motorcycle delivery riders cannot carry passengers while working. They are also not allowed to use backpacks for orders. Approved delivery equipment must be used instead.

Article 13 covers first aid at road accidents. Anyone providing assistance must hold an accredited first aid training certificate. The certificate must be valid, and the person must be physically capable of helping the injured.

The new regulations will take effect on January 1, 2027. Motorists and delivery companies will need to follow the requirements from that date. Further information about transport services and vehicle-related procedures is available through the UAE Government's transportation portal.
